04/21/04 -- The email arrived quietly.  "Please forward a picture of the team and mower" it requested. 

"We need it for the DPA magazine". 

The what?

The environmentally-friendly mower was issued a Davis Award, described as follows: "The Davis Productivity Awards recognize and reward state government employees whose work significantly and measurably increases productivity and promotes innovation to improve the delivery of state services and save money for Florida taxpayers and businesses."

Enough said.
